Partnering with State Associations to Develop Third-Party Providers: Spotlight on Alabama
Panelists:
Brandon Hardin, Director, Food Assistance Division, Alabama Department of Human Resources
Rita Houser, SNAP Employment & Training Manager, Alabama Department of Human Resources
Joan Witherspoon-Norris, Executive Director of the Alabama Network of Family Resource Centers
Margaret Morton, Executive Director of the Sylacauga Alliance for Family Enhancement

Join us as we hear how the state of Alabama used a long-standing strategic partnership between the Alabama Network of Family Resource Centers (ANFRC) and the Alabama Department of Human Resources (DHR) to build a powerful network of employment and training (E&T) services for individuals receiving Supplemental Nutrition Assistance Program (SNAP) and Temporary Assistance for Needy Families (TANF). With the support and funding from the state legislature and governor’s office, and continued partnership with DHR, ANFRC helped each of their network member Family Resource Centers (FRCs) to expand existing services for TANF customers and create new SNAP E&T programs providing career pathways and supportive services to individuals and families.

Leveraging state associations of community-based organizations (CBOs), such as FRCs and Community Action Agencies (CAAs), and state community college associations or boards, can be a powerful way to build a network of strong third-party providers supporting individuals and families with the services they need to build career pathways and true economic mobility. State associations can provide an avenue to mobilize, train and support multiple providers at once, across broad geographic areas, making the connections possible to create a robust, state-wide network of supportive services and employment and training.

Funding for this project was provided by United States Department of Agriculture (USDA). USDA is an equal opportunity employer and provider.
